Choose which branch “staging” means for THIS pull request.
Scoped to the PR on purpose. Retargeting one merge is a decision about that merge — often “this one goes to 18.0 rather than the usual branch” — not a statement about where every future chat in the project should land, so it must not rewrite the project default. Clearing it falls back to that default.
The production gate reads the same resolution, so changing this also changes what production is checked against.
